Abstract: In Pakistan, private sector is contributing a major share of mainstream housing supply. There is a huge range of housing unit sizes and quality of living environment available to the community based on the location and prices. But even with this extensive contribution of private sector in housing sector, majority of private housing schemes are still unapproved and the matter has been dragged in the courts. This conflict brings huge wastage of public money and also produces chaos in the market. There is a severe need to revisit the dynamics of the authority, developers and public to redesign the obsolete approval process. This research looks into the current private housing scheme rules and other aspects of approval process. In parallel it also covers the point of view of private developers to isolate the conflict points. For this purpose, interviews will be conducted with the government officials, policy makers, urban planning professionals and private developers to draw the factors affecting the approval process. The resulting factors shall be analyzed and set into loops based on their relative impact and significance using system dynamics approach. By analyzing these loops a resulting high efficiency and transparent loop will be generated that will minimize the conflict points between the developers and the authority. This research will directly help the administration to redesign the process to ensure the smoother and sustainable supply of housing to the community.
