Abstract: The human trafficking treatment services network in Central Florida was examined before and after the implementation of legislation requiring multiple actors to be involved in treating victims of human trafficking. After the implementation of the legislation, the network changed in structure and had greater network cohesion. These findings suggest the legislation was an impetus that changed the network structure and resulted in greater interagency learning and interagency collaboration. Lawmakers may want to consider these findings prior to proposing changes to the operation of the network and enact policies that increase network learning and collaboration.
