Abstract: At present, the laws and regulations develop so rapidly in regulating law and rules in order to create a comfortable atmosphere of life in social life. As the basic objective is a regulation that contains the commands and prohibitions governing the order. The life of the nation and state that we aspire to finally have made great concern in social life. So that it is deemed appropriate and absolute to make binding regulations and have strict sanctions. For this reason, the laws and regulations are made up to now. The prevailing things in society change along with the changing times and the propriety norms of the presence of social media also play a role in the development of current legislation. So that raises the question of whether the regulations are still relevant. How they relate to the many regulations that must be made to realize the order. Whether the costs incurred it will be in accordance with the expected results. It is seen from the time and era, whether it is effective in suppressing crime rates or norms and social sanctions. They are more relevant and can be applied and bound to society at this time. This paper contains and multiplies and researches descriptively through applied research, reviewing the law and looking at the aspects of sociology that apply in the community. This aims to be able to produce effective application of law and can have binding legal force in order to realize an orderly and law-abiding legal community, on the other hand, social life can be harmonious in order to realize modern legal society.
