Abstract: The justice and prosperity of the people is the main goal of the Republic of Indonesia. To realize the goals of the country requires the management of human resources, natural resources, goods, services, and others, which is classified as state assets. State assets must be managed and utilized as much as possible for the prosperity of the people. In the concept of the rule of law, guaranteeing the protection of human rights becomes a necessity. This paper aims to explore, study and formulate forms of human rights that correlate with the management of state assets. As well as criticizing the stages of management and types of state assets, which represent the fulfillment of the principles of human rights. This research is legal research, by using conceptual, statute, and philosophical approaches. The development of thought in assets management based on prosperity, social justice, and human rights, is not merely administrative. But also the achievement of assets optimization. So that by the formulation of assets optimization as a reference for managing state assets by prioritizing the fulfillment of human rights, the prosperity of the people in social justice can be realized. The results of this study are expected to contribute to policymakers in formulating policies towards the management of state assets in a socially equitable manner for the greatest prosperity of the people.
