Abstract: This paper presents the policies of the Regional Government in regulating ownership of land rights for Pribumi people. The stigma arises that Pribumi people are those who due to limited economic capacity, so they do not have the ability to obtain adequate land ownership rights. The purpose of this study is to provide a policy direction for the protection of Pribumi people for land ownership rights through the concept of affirmative action. Government policies can be in the form of restrictions on ownership for certain communities, in order to provide opportunities for other communities to obtain the same rights. The intended government policy is to provide human rights protection for Pribumi people fairly, legal certainty, and in harmony with human rights values. This paper aims to analyze critically radically and formulate standard criteria for the principle of affirmative action. This research is the legal research method and using conceptual, statute, and historical approaches. The result of this study is that the application of the principle of affirmative action will be a strategy to bring about justice for Pribumi people. Internally, the contribution of the result of this study will provide guidelines for policymakers in the legal protection of Pribumi people. Externally, it will make easier for Pribumi people to access their rights to land ownership.
