Abstract: Centennial plan, education-oriented; education plan, teacher-oriented. With the rapid development of information technology, updating and mastering new knowledge, technologies and skills have become the voice of the digital times for teachers of the Open University. Teachers' professional development has become an important task for the university’s construction. This paper proposes a demand model and its path for constructing teachers' professional development combining the main characteristics, tasks, difficulties and challenges of the Open University in China. Teachers’ development requires the joint efforts of teachers, students, university and society. The university and society should keep the balance of stimulation, supervision and evaluation meanwhile provide a suitable environment where teachers’ development, better teacher-student interaction can be achieved through teachers' learning, teaching and scientific research.
