THE CHALLENGES OF INCLUSIVE EDUCATION IN INDONESIA AT THE ELEMENTARY SCHOOL

Abstract: Education for all has been discussed in Salamanca Statement and Framework for Action on Special Needs Education, including education for children with special needs has been established since 1994. Then came the concept of inclusive education. Inclusive education is an educational process that allows all children to have the opportunity to participate fully in regular classroom activities, regardless of abnormalities, races, or other characteristics. Inclusive education has been implemented in Indonesia and already has regulations, namely the Ministry of National Education Regulation. However, in practice, there are still some challenges that hinder the implementation of inclusive education. One factor that becomes a challenge in implementing inclusive education is teacher competence. The purpose of this study was to find out the challenges faced by the organizers of inclusive schools. This research is qualitative research carried out in inclusive schools. Data collection techniques using questionnaire methods, interviews and observations.
